New CSD Car Policy 2024: Entitlement for JCO and ORs: Effective from 1st February 2024, the CSD Canteen Car Policy 2024 brings about significant changes in the entitlement for Junior Commissioned Officers (JCOs) and Other Ranks (ORs) looking to purchase cars through the CSD AFD Online Portal.

A recent official letter dated 30th November 2023 from the CSD headquarters announced the revision of the terms and conditions governing the procurement of vehicles through the portal. These new rules and policies aim to streamline the process and provide clarity to Armed Forces Personnel seeking to make car purchases through this platform.

Eligibility for Car Purchase in CSD | Pay Levels 3-5

Sepoy to Hav/equivalent rank of IAF & IN (Pay level 3A to 5) including retired & widows

Armed forces Personnel, both those currently serving their country and those who have retired, as well as widows who qualify, are eligible for a unique car ownership program. This program applies to individuals falling within pay levels 3 to 5, offering them the opportunity to purchase a car up to the value of Rs. 8 Lakhs, excluding taxes. However, for those opting for electric vehicles, the cost limit extends to Rs. 13 Lakhs, again excluding taxes.

Participants in this program are permitted to purchase up to four cars throughout their lifetime, with the first car becoming available after completing five years of service. There must be a gap of at least eight years between each car purchase. Pensioner widows and Next of Kin (NoK) are also eligible to acquire cars from the quota if the allotted number of cars has not been previously claimed by the individual. It’s important to note that if an individual has already purchased four cars prior to their passing, their estate or beneficiaries are not entitled to avail this benefit. The established protocol mandates an eight-year interval between the purchase of two cars under this scheme.

Eligibility for Car Purchase in CSD for Armed Forces Personnel (Serving and Retired) and Widows as applicable, within Pay Levels 6 to 9, involves specific criteria. The allotted budget for purchasing a car falls between Rs. 10 Lakhs (excluding taxes), with a higher limit of Rs. 15 Lakhs (excluding taxes) for Electric Vehicles. Individuals falling within this pay range are allowed to purchase a maximum of five cars throughout their lifetime.

The first car purchase can only be made after completing five years of service, with a mandatory eight-year gap between subsequent car purchases. Pensioner Widows or Next of Kin (NoK) are also eligible to purchase cars against the remaining quota from the individual’s entitlement. However, if the individual had already utilized their allocation by purchasing five cars before their demise, then this entitlement is relinquished. The interval between the purchase of two cars must be a minimum of eight years.

Eligibility for Car Purchase in the Canteen Stores Department (CSD) for Pay Levels 10-18 includes Armed Forces Personnel, both serving and retired, as well as widows where applicable. Those falling under Pay Level 10-18 can purchase a car up to the value of Rs. 20 Lakhs, excluding taxes. However, for electric vehicles, the cost limit is increased to Rs. 25 Lakhs, excluding taxes. This benefit can be availed once every eight years, providing a valuable opportunity for eligible individuals to acquire a vehicle tailored to their needs.

New CSD Bike Purchase Eligibility Criteria 2024

Eligibility Criteria for Two-Wheelers (Bike, Scooter) on the CSD AFD Online Portal dictate that an individual can purchase a two-wheeler once in every four years from the date of their last purchase. Furthermore, there must be a minimum gap of four years between the purchase of the same item or two-wheeler from the date of the last purchase. It is important to note that only one item can be purchased at a time within the specified four-year gap.

The CSD AFD Online Portal has set specific eligibility criteria for purchasing Air Conditioners (AC). Customers are allowed to purchase up to four AC units within a block period of four years. There is no specified waiting time between one purchase and another, although within the same year, you may not buy another AC unit. These guidelines aim to ensure fair distribution and availability of AC units for all eligible customers.

CSD Car Policy Eligibility Criteria for Civilian Officers 2024

Eligibility for Car Purchase in the Canteen Stores Department (CSD) is open to Serving and Retired Civilian Officers who are paid out of Defence Estimates and are in Pay Levels 10 to 18, including Family Pensioners. The maximum limit for the cost of the car is set at Rs.20 Lakhs, excluding taxes (for Electric Vehicles, the cost limit is Rs.25 Lakhs excluding taxes), with the opportunity to make this purchase once every eight years.

Revised CSD EV Car Policy 2024 – Updated Guidelines

Introducing the New CSD Car Policy 2024 for Electric Vehicles (EVs) on the CSD AFD Online Portal: In accordance with this revised policy, members of the defense personnel who opt to invest in an Electric Vehicle (EV) for the first time will have the unique opportunity to purchase their subsequent vehicle after a reduced interval of six years, rather than the traditional standard of eight years. It is crucial to highlight, nevertheless, that the subsequent vehicle can solely be acquired after a duration of eight years has passed since the initial EV purchase, as mandated by the policy.

CSD Monthly Quota Limits for Army Personnel 2024

Officer Cadets undergoing training at prestigious academies are now permitted to acquire a ‘Personalised CSD Smart Card,’ enabling them to make grocery purchases up to 5,000 rupees per month, as well as AFD-II items totaling 20,000 rupees per year. Additionally, Agniveers and students attending Sainik or Military Schools or the RIMC have been granted the privilege of purchasing groceries amounting to 3,500 rupees per month through Steel Cards.

Upon completion of their training, newly commissioned officers and Agniveers are presented with dedicated grocery and liquor cards at their respective training institutions. Moreover, all CSD beneficiaries are now granted the liberty to acquire both groceries and liquor from any URC canteens. Furthermore, all CSD beneficiaries have the option to procure a two-month supply of groceries and liquor within a single month, streamlining the shopping experience and providing added convenience.

CSD Eligibility for Agniveers and Students of Military Schools

CSD (Canteen Stores Department) eligibility is extended to Agniveers and students of military schools, including Sainik Schools and RIMC (Rashtriya Indian Military College). These individuals are allowed to purchase grocery items up to a limit of 3,500 per month through Steel Cards. Additionally, newly commissioned officers and Agniveers are provided with specific grocery and liquor cards at their respective Training Academies and Centres upon the successful completion of their training. Officer Cadets undergoing training at these academies are granted a ‘Personalised CSD Smart Card’ for the purchase of grocery items up to 5,000 per month and AFD-II items up to 20,000 per year.
